MCM 3: Illicit Discharges

Minimum Control Measure (MCM) #3 of the MS4 permit deals with Illicit Discharge Detection and Elimination (IDD&E). There are six Best Management Practices (BMPs) within MCM #3. The following is a selection of resources for those seeking more information on MS4 permit requirements related to MCM #3.

Training

• Clean Water Academy Minimum Control Measures (MCM) Training – Part 1 - This course was developed to provide citizens of municipalities regulated by MS4 permits with a basic understanding of MS4 permit requirements and covers MCMs 1 – 3.
• Clean Water Academy Outfall Inspection Training - This course provides step-by-step guidance on how to conduct dry weather screenings of MS4 outfalls to evaluate for the presence of illicit discharges.

Mapping

• Model Map (PDF) - An example map developed by DEP that illustrates the detail necessary to meet the basic requirements of MCM #3 as well as the advanced requirements for Pollutant Reduction Plans, TMDL Plans and Pollutant Control Measures for the forthcoming NPDES permit term. DEP has posted instructions (PDF) on how to use the Model Map.

• MS4 Outfall Field Screening Report (3800-FM-BW0521) - Form that may be used by MS4s to screen storm sewers for illicit discharges
• Illicit Discharge Sampling Guidance (PDF) - Appendix 2 of the Volunteer Water Quality Monitoring Program that may be used if illicit discharges are detected
• Illicit Discharge Complaint Form (Word) - Form may be used by MS4s for logging and tracking public and employee complaints concerning illicit discharges
• MS4 IDD&E Checklist (Word) - Checklist may be used by MS4s to ensure complete implementation of MCM #3 of MS4 NPDES permits
• Priority Area Identification Form Template - Example template that can be used to develop and track priority areas
