Clean Energy Program Plan
DEP’s Energy Programs Office (EPO) has recently updated its Clean Energy Program Plan (CEP).
The Clean Energy Program Plan,
Priorities in Energy and Energy Efficiency, Security and Workforce Development 2023-2025 builds on
the 2020 CEP Plan, by documenting progress made, refining ongoing priorities, and presenting additional new priorities for the Pennsylvania Energy Programs Office (EPO).
The updated CEP plan serves as the blueprint for EPO’s role in supporting the commonwealth’s long-term clean energy goals while fulfilling EPO’s obligations to support energy conservation and efficiency, advance diverse clean energy technologies, and ensure energy security and resilience. The actions in this updated CEP Plan will help give all Pennsylvanians cleaner, healthier, and more affordable and reliable energy choices.

Our Role
Clean energy resources are critical to improving air quality in Pennsylvania, protecting the health of residents, helping to reduce Pennsylvania's carbon footprint, and addressing
climate change , the most critical environmental threat confronting the world. Clean energy resources support good-paying
jobs and present ever-growing economic development opportunities. The Energy Programs Office (EPO) functions as the Pennsylvania Energy Office and is PA's main contact to the U.S. Department of Energy. The office assists, educates, and encourages Pennsylvanians to advance conservation and efficient use of diverse energy resources to provide for a healthier environment and to achieve greater energy security for future generations.
Mission Statement
To achieve its vision, the office directs time and resources to work with citizen's groups, businesses, trade organizations, local governments and communities through innovation, education, partnerships, pollution prevention, and financial and technical assistance. We guide Pennsylvanians to smarter energy choices through their implementation of energy conservation and efficiency measures to achieve reductions in pollution and overall energy usage and expand their use of renewable and alternative energy solutions.
Responsibilities
The EPO is responsible for planning for energy emergencies that impact energy supply and infrastructure issues. The Commonwealth’s Emergency Support Function #12 and
Pennsylvania Department of Environmental Protection (PA DEP) Energy Assurance Plan (ENAP) provide guidance for Commonwealth of Pennsylvania staff in charge of preparing for, responding to, and recovering from energy emergencies. The primary objective for developing the ENAP is to achieve a timely restoration of essential services in order to reduce casualties and property damage. As the State Energy Office for Pennsylvania (DOE SEP), we submit an annual plan to the U.S. Department of Energy for a formula-based grant for energy efficiency, renewable energy, and energy assurance activities. This work also includes alternative fuels, energy security planning, tracking fuel resources and financial markets, following building codes, and promoting energy management systems.
