Hazardous Waste Biennial Report for PA
The 2023 Hazardous Waste Biennial Report (HWBR) is required to be submitted to the Department of Environmental Protection no later than March 1, 2024. The HWBR covers the reporting of waste generation, management, and disposal during odd numbered calendar years. The submission of the HWBR is required for Large Quantity Generators (LQG) of hazardous waste and TSDFs. The completed HWBR for the current cycle must cover all hazardous waste activity for the calendar year 2023. A hazardous waste generator is required to submit a 2023 HWBR if:
- They generated 2,200 lbs of Hazardous Waste (1,000 kg) or more in any month of the calendar year 2023
- They generated 2.2 lbs of acute Hazardous Waste (1 kg) or more in any month of the calendar year 2023
- They generated 100 kg of acute Hazardous Waste spill cleanup or more in any month of the calendar year 2023
Acute hazardous waste is defined in 40 CFR 260.10 “Acute hazardous waste” as, “hazardous wastes that meet the listing criteria in § 261.11(a)(2) and therefore are either listed in § 261.31 of this chapter with the assigned hazard code of (H) or are listed in § 261.33(e) of this chapter.”
Instructions for Filing Your Hazardous Waste Report Electronically
PADEP uses EPA’s RCRAInfo system for the electronic submission of the hazardous waste biennial report. If you need to register for RCRAInfo, please view the section below titled, “Registering for RCRAInfo.”
Facilities located in Pennsylvania who wish to submit their report electronically will need to use the Biennial Report module within RCRAInfo. If this is your first time using RCRAInfo, you will need to register (you are an industry user) in the RCRAInfo website and request the appropriate site permissions for your facility in order to submit the report. New RCRAInfo users should begin the registration process as soon as possible to avoid any delays with site permission requests. There is potential for a backlog of site permission requests as we approach the deadline for the 2023 cycle.
Registering for RCRAInfo
In the “Important Links” segment below, you will find a link for the RCRAInfo website. If you do not already have an account in RCRAInfo, you will need to register as an Industry User. The registration box contains a How-To video for visual assistance, or you may view the RCRAInfo User Guide also found in the registration box.
You will need to provide user information such as first name, last name, title, and suffix. Additionally, you will be asked to create a User ID, password, and security questions. Your User ID must be at least 8 characters in length, and your password requires at least one uppercase letter, one lowercase letter, and a number. Please be sure to create and answer security questions that you will remember, as these security questions must be answered in the event you need to reset your password.
Upon registration you will be able to request site permissions using your facility’s EPA ID number. It is recommended that each site have multiple users with the Site Manager role. Please note that Pennsylvania does not approve 3rd parties for RCRAInfo site permissions. A qualified member of the facility (EHS Manager, corporate officer, etc.) must register in RCRAInfo and request the Site Manager role for each facility. Once the Site Manager is approved by PADEP, 3rd party users may request permission to the site. The request will be routed to the Site Manager for approval.
