If the facility will be located within an EJ Community, DEP recommends following the steps outlined below:

Utilize the Pre-Application Consultation Tool (PACT) process before submitting an application.
Become familiar with the Environmental Justice Policy.
Contact the EJ coordinator in your region to get assistance in understanding the EJ Policy and discuss your project.
Engage the local community early in the process. The EJ coordinator will assist in planning an effective outreach process and connecting you with community contacts.
